Job purpose:


Citibank Europe plc (CEP) is a subsidiary of a major banking organisation – Citigroup Inc – which had $1.8 trillion of assets in 2016 and 219,000 employees.  CEP Risk Management benefits from the substantial use and leverage of Group Risk resources, processes, data, models and systems. The role of the Risk Business Manager is to evaluate the appropriateness of the services being supplied for the CEP legal entity and to ensure that it meets local regulatory requirements, and to review, enhance (where appropriate to do so) and manage robust governance standards and controls in relation to the use of these Group resources and processes by Risk Management. 


Job background/context:

 

As a major international banking organisation, Citigroup Inc manages its business activities across a number of important dimensions such as Product, Geography and Legal Vehicle (LV).  Following the successful merger of Citibank International Plc entity into the Citibank Europe Plc at the start of 2016, CEP is the main EU banking entity for Citi in EMEA.  It has a presence in 21 countries in Europe, covering several key business lines including Markets and Securities Services, Treasury and Trade Services, Corporate and Investment Banking, and Consumer, with Revenue of approx. $2bn and total assets of $50 billion.  Given the size and importance of CEP in the European Banking arena, CEP is considered a European “Significant Institution” with primary responsibility for prudential regulation of CEP transferring from the Central Bank of Ireland to the Single Supervisory Mechanism of the European Central Bank.

This position is therefore a critical role given the increased systemic importance of the new banking entity, heightened regulatory focus, and the importance for CEP to leverage group support whilst maintaining robust governance standards in line with regulatory expectations and requirements.  

 

Key Responsibilities:

 

•Create a formal compendium of all Citigroup-supplied resources/processes/services to CEP Risk (In-group outsourcing).
•Where CEP Risk relies on Group systems and or data, document the systems, data flows and relevant owners and controls in a manner accessible to all CEP Risk Managers. 
•Where CEP Risk relies on models, document the control process regarding model development, validation, ongoing recalibrations, rebuilds, assessment for appropriateness by CEP and model use. 
•Assess controls in place in relation to the provision of these services, contingency plans and level of review and testing performed by the first and third line in relation to the processes.
•Evaluate against European regulatory requirements of in-group outsourcing arrangements.
•Review and recommend enhancements where appropriate to the controls and assurance processes in place in each of the relevant Risk teams receiving the services.
•Ensure these controls are included in the Manager Control Assessment (MCA) processes in each area of the Risk Management function.
•Embed a formalised, ongoing assurance process in relation to the services received. 
•Evaluate new products and propositions in relation to impacts for CEP Risk regarding Group-supplied services (new or amendments to existing ones).
•Close co-operation with all Risk leads to ensure consistency in application of in-group outsourcing controls processes
•Escalate any issues, with appropriate suggested mitigations, to CEP Risk Senior Management without delay.
•Work closely with Global Risk Management to ensure CEP LV risk issues are being identified and addressed
•Ensure that in-group outsourcing component of relevant audits, inspections and reviews are completed successfully and that any follow up actions raised by internal and external audits are diligently performed.

 

Development Opportunity:
 
Individuals in this role will gain a deep understanding of how Citigroup shared services support the Risk Management of a major European Commercial Bank, interacting with Citigroup service providing heads, senior Risk management and regulators reporting to Operational Risk Committee and other key governance forums.  The individual will  participate in developing the internal control environment for robust in-group outsourcing, assessing new products and reviewing new opportunities from an in-group outsourcing perspective, whilst at all times complying with the regulatory requirements and guidelines applicable to a Significant European-regulated institution.


Qualifications
 

Knowledge/Experience:


•Authority to liaise with senior personnel across Citigroup involved in the provision of systems, data and services to CEP, review controls and request enhancements where needed.
•Third-Party management experience in an international banking organisation with a diverse product set.
•Stature and standing to develop and implement a robust internal control environment for all in-group outsourcing services utilised by CEP Risk.
•Interaction with auditors / regulators and understanding of applicable best practice guidelines and regulations

•Sufficient grasp of relevant detail, to escalate when appropriate and to question uncertainties.
•Strong tenacity and resilience.
•A self-starter who will develop and manage an internal control process across the full CEP Risk Management function.


Qualifications:


•Post-graduate education in Finance, IT, Engineering, Accounting or other relevant discipline.
