Job Description

General responsibilities include:

• In partnership with management, develops and executes on business plans for area of responsibility within Global Sanctions Compliance (GSC);

• Sets short-term strategies and plans for their respective area, group or location; 

• Maintains fully knowledgeable of assigned product and functional area, and has a thorough understanding of their area of responsibility as well as a broad understanding of the entire compliance function;

• Assists with the management of a strategic or tactical plan and executes accordingly;

• Execution of enhancements of processes and procedures with a commitment to consistency and successful implementation within the set targets and deadlines;

• Effectively supports Compliance team with some assistance by senior staff members;

• Analyzes and interprets business issues, recommending viable solutions;

• Ensures that business is being conducted in compliance with all applicable laws, regulations and internal procedures, keeps abreast of new products, technologies and applications as well as their implications for assigned areas;

Specific responsibilities include:

• Serve as a primary point of escalation within the EMEA region for all Sanctions related policy and regulatory matters;

• Provide clear communication to regional stakeholders including AMLCO’s, Country Independent Compliance Risk Management (ICRM)  and business teams to ensure appropriate awareness and compliance with new sanctions regulatory requirements;

• Represent the EMEA Sanctions team where required,  in meetings and calls with senior stakeholders;

• Support and drive the regional roll out of any new sanctions policies, standards and procedures, by supporting regional stakeholders with any issues, questions or challenges;

• Provide independent sanctions analysis and credible challenge to all Citi businesses in EMEA to ensure sanctions risks are appropriately addressed and mitigated;

• Ensure appropriate oversight of sanctions related issues across the region through the drafting of Monitoring Finding Reports;

• Co-ordinate EMEA sanctions updates for senior risk forums;

• Perform independent monitoring on EMEA Sanctions key controls;

• Review and assess the sanctions risks associated with new and expanding products across all business lines in the EMEA region;

• Own regionally specific sanctions lists and monitor quality and correct application in line with local laws and regulations;

• Interpret and analyse Sanctions legislative updates and communicate the impact to the EMEA region (including UK, EU, UN and OFAC)  ;

• Identify sanctions training needs within the EMEA region through on going oversight and monitoring;

• Create and present tailored sanctions training sessions for ICRM, AML, Operations and Business staff.


Qualifications
 

Job Qualifications

• Knowledge and expertise of OFAC, EU, UN and UKHMT Sanctions regulations, risks and typologies;

• Previous experience in banking compliance, operations,  legal or other control-related function in the financial services or equivalent industry is required;

• Effective and proven management skills, self-managing and comfortable coaching staff;

• Experience in managing tactical and strategic initiatives;

• Possess strong organizational skills and be able to drive program change;

• Work collaboratively with regional and global partners in other advisory and functional units and be able to navigate a complex organization;

• Excellent written, verbal communication and analytical skills;

• Self-starter, proactive attitude, communicative, willingness to explore and structure the previously unknown, drive results, teamwork and partner with Legal and ICRM stakeholders across EMEA;

• Excellent organization and prioritisation skills;

• Ability to communicate and share techniques used with stakeholders.
